This election campaign revolved mostly around the issues of deficit and tariff barriers. The Republicans enthusiastically nominated Reagan and Bush in 1984, confident that Reagan's personal popularity would bring him once again to victory.For economical issues, Reagan's policies defeated inflation, cut taxes, increased the Gross National Product and increased employment in 1984. He began tearing into some of Reagan's issues: Reagan's tax cuts, which only benefited the rich, the obvious effects of Reagan's age. The President was 73 and had trouble staying awake during cabinet meetings, prayer in schools, and abortions. Still Reagan didn't have the country doubting him. This election was a close battle, but with an 18 point margin, Reagan once again took the lead. Overview of Rider Bills in Government In U.S. government, â€Å"riders† are bills in the form of additional provisions added to the original versions of bills or resolutions considered by Congress. Often having little relationship to the subject matter of the parent bill, riders are typically used as an often-criticized tactic intended to gain the enactment of a controversial bill that would probably not pass if introduced on its own.   Other riders, known as â€Å"wrecking† or â€Å"poison pill† bills are used not to actually be passed, but merely to prevent the passage of the parent bill or to ensure its veto by the president. Riders More Common in the Senate Though they are all in either chamber, riders are used more often in the Senate. This is because the Senates rule’s requirements that the subject of the rider must be related or â€Å"germane† to that of the parent bill are more tolerant than those of the House of Representatives. Riders are rarely allowed in the House, where amendments to bills must at least deal with the substance of the parent bill. Most States Effectively Ban Riders The legislatures of 43 of the 50 states have effectively banned riders by giving their governors the power of the line-item veto. Denied to Presidents of the United States by the U.S. Supreme Court, the line-item veto allows the executive to veto individual objectionable items within a bill. An Example of a Controversial Rider The REAL ID Act, passed in 2005, required the creation of something that most Americans have always opposed – a national personal identification registry. The law requires the states to issue new, high-tech driver’s licenses and prohibits the federal agencies from accepting for certain purposes - like boarding airliners- driver’s licenses and identification cards from states that do not meet the law’s minimum standards. When it was introduced by itself, the REAL ID Act garnered so little support in the Senate that is was never even brought to a vote. But its backers got it passed anyway. The bill’s sponsor, Rep. James Sensenbrenner (R) of Wisconsin, attached it as a rider to a bill no post-9/11 politician would have dared vote against, titled the â€Å"Emergency, Supplemental Appropriations Act for Defense, the Global War on Terror, and Tsunami Relief.† That bill allocated money to pay the troops and pay for the war on terror. Few voted against the bill. The military spending bill, with the REAL ID Act rider attached, passed in the House of Representatives by a  vote of 368-58, by a vote of 100-0 in the Senate. President George W. Bush signed it into law on May 11, 2005. Rider bills are most often used in the Senate because the Senate’s rules are far more tolerant to them than the rules of the House. In the House, all amendments to bills must generally be related to or deal with the subject of the parent bill being considered. Riders are most often attached to major spending, or â€Å"appropriations† bills, because the defeat, presidential veto or delay of these bills could delay the funding of vital government programs leading to a temporary government shutdown. In 1879, President Rutherford B. Hayes complained that lawmakers using riders could hold the executive hostage by â€Å"insisting upon the approval of a bill under the penalty of stopping all of the operations of government.† Rider Bills: How to Bully a President Opponents – and there are many – of rider bills have long criticized them as being a way for Congress to bully the President of the United States. The presence of a rider bill can force presidents to enact laws they would have vetoed if presented to them as separate bills. As granted by the U.S. Constitution, the presidential veto is an all-or-nothing power. The president must either accept the riders or reject the entire bill. Especially in the case of spending bills, the consequences of vetoing them just to quash an objectionable rider bill could be severe. Basically, the use of rider bills greatly dilutes the president’s veto power. What almost all presidents have said they needed to counteract rider bills is the power of the â€Å"line-item veto.† The line-item veto would allow the president to veto individual measures within a bill without affecting the main purpose or effectiveness of the bill. Currently, the constitutions of 43 of the 50 U.S. states have provisions allowing their governors to use the line-item veto. In 1996, Congress passed and President Bill Clinton signed the Line Item Veto Act of 1996 granting U.S. presidents the power of the line-item veto. In 1998, however, the U.S. Supreme Court declared the act unconstitutional. Rider Bills Confuse the People As if keeping up with the progress of bills in Congress isn’t hard enough already, rider bills can make it even more frustrating and difficult.   Thanks to rider bills a law about â€Å"Regulating Apples† can seem to vanish, only to end up being enacted months later as part of a law titled â€Å"Regulating Oranges.† Indeed, without a painstakingly daily read of the Congressional Record, riders can make keeping up with the legislative process almost impossible. And it’s not like Congress has ever been accused of being too transparent in how it does the people’s work. Lawmakers Introduce  Anti-Rider Bills Not all members of Congress use or even support rider bills. Senator Rand Paul (R – Kentucky) and Rep. Mia Love (R - Utah) have both introduced the â€Å"One Subject at a Time Act† (OSTA) as H.R. 4335 in the House and S. 1572 in the Senate. As its name implies, the One Subject at a Time Act would require that each bill or resolution considered by Congress embrace no more than one subject  and that the title of all bills and resolutions clearly and descriptively express the subject of the measure. The OSTA would give presidents a de facto line-item veto by allowing them to consider only one measure at a time, instead of rider-packed, all-or-nothing â€Å"package deal† bills. â€Å"Under OSTA politicians will no longer be able to hide the true subjects of their bills behind propagandistic titles such as the PATRIOT Act, the Protect America Act, or the No Child Left Behind Act,† stated DownsizeDC.org, in support of the bill. â€Å"No one wants to be accused of voting against patriotism or protecting America, or of wanting to leave children behind. She plays four important roles during her life-time i.e. as a mother, wife, sister and daughter, but today she is facing lots of tribulations inside the home as well outside. There are many forms of hostilities i.e. physical, sexual, psychological etc. that costs the life of a woman; her dignity, confidence and personality. Although we are living in an Islamic society, where Islam provides a comprehensive frame work about the rights and duties of women, yet due to illiteracy, people of our society are oblivious to religious conviction and they follow their own customs and traditions not accordance with Islam, so discrimination against women is present in our society. Today women development is the most important component of social welfare programmes in Khyber Pukhtoonkhwa in public sector as well in private sector. They are in operational for the empowerment of women in District Dir Lower like other backward areas of the province, to accomplish their imperative and basic needs, providing them a decorous life in their society, and also bestowing opportunities for their dynamic contribution in nation-building activities. In this research paper an attempt has been made to emphasize the real status of women in district Dir Lower of Khyber Pukhtoonkhwa and the role of public sector as well as private sector in their empowerment. Although women in large number are exercising their rights and duties within the fold of Islam in Dir Lower, yet some segments of our society are misinterpreting their status here. On the other side most of the religious segment and some of the moderators in our society are against the NGOs activities for the empowerment of women by considering them a western agenda. Keeping in view of this troublesome situation related to the activities of social welfare services in Dir Lower and community response towards them, their work is not so fruitful and ultimately their developmental role is affected. It is expected that after the completion of this research work people will know about the real status of women and the ratio of empower women as well as the role of governmental and non-governmental organizations in this direction. It will also help to find out that how the sta tus of women here can be improved actually. Review of literature Society is comprised of men and women and both have very important role in a successful life as well in the development of a nation, although both are different biologically and socially from each other, but throughout the history women have been denied in every sphere of life. The vast majority of the worlds poor are women, two third of the world illiterate are female and the majority of poor health are also women. On the other hand the role of women in the development of a nation cannot be ignored. Studies show that when women are supported and empowered, all of society benefits, their families are healthier, more children go to school, agriculture productivity improves and income increases. In short, communities become stronger. The hunger project family believes that empowering women is a key change agent to end hunger and poverty. Therefore it is the emerging and most important agenda of all developed countries of the world, to empower their women to play their due role in natio n building activities. Before the advent of Islam, women held a very low status in society and were treated like slaves and chattels. But in the history of the world, Islam is the first religion which recognize the human status of women and conferred them height, dignity and honour by granting equal rights. Islam also provided equal opportunities to both men and women for the progress and prosperity of life and granted them immense social and economic rights. Also all the three constitutions promulgated in Pakistan had attempted to proclaim equality of rights for women but still in Pakistani society, on one hand women place is the centre of attention and life but on the other hand considering them no more than a secondary citizens. The reason is that our people are unaware and they follow their own customs and norms by neglecting the religion and the law. Pakistan is the world 6th largest country by population, approximately 177.28 million with the sex ratio as 1.07 male per female. This clearly conveys the message that almost half of the countrys population is comprised of women folk. Despite of such large proportion of women population, Pakistan, based on the gender empowerment measure is ranked as 99 amongst 109 countries of the world. The total population of Khyber Pakhtunkhwa is 17.75 million. Khyber Pakhtunkhwa is predominantly occupied by Pakhtuns tribe. The social structure of Pakhtuns does not permit free mobility or employment of the women. The government faces numerous problems to safeguard employment opportunities for rapidly increasing population with strict social structures. The situation is even worse for the women folk who ultimately live a life of subordination and suppression inside the home. In our society, woman has the rights of academic achievements but at the same time she also has to acquire permission from he r male heirs whether to utilize her educational experience for economic independence or not. Our women are not inferior to those in western countries but due to comparative availing basic amenities, which prevent them to play their due role in the national life. Not all Pakistanis women are beaten, sold or mutilated but majority are still facing imbalance treatment by their male heirs. If same facilities and opportunities are given to our women as the developed nations have done, they might be able to contribute in nation-building activities. In this regard the social welfare and women development department can play a significant role with the help of NGOs. There is no uniformity in the status of women in Pakistan because of diversity in our cultures in the present four provinces which are further sub-marked under rural and urban areas. In this regard in khyber Pukhtoonkhwa, Pukhtoon society has its particular traditional basis and the role of women is also a traditional one. Pukhtoon are very sensitive about the honour and dignity of their women and they considered it their outmost duty to protect their women, therefore he guards her name and her reputation with extra care. Dir Lower is one of the backward district of Khyber Pukhtoonkhwa, which remained backward in all respect i.e., Educationally, Socially, politically and economically due to the dominant force of Nawab of Dir Shah Jahan, since the 6th decade of 20th century. He wanted to keep the people illiterate, in the darkness, unaware and backward to maintain his power. Therefore he was against of any type of development in Dir. Before and after the rule of Shah Jahan, education was zero. Formal education was started after 1960, but that was limited only to male. Slowly and gradually the rising awareness in people of Dir felt the need and importance of female education, thereby some primary schools were established for girls at the initials. because of scarcity and lack of proper education and guidance, Dir remains backward in every field of life especially, in the empowerment of women and due to their unawareness the life of women were influenced by customary norms. House remained the main center of activities for them however very few women were educated here. The main reason was that they couldnt come out of their houses because of the restriction of purdah. Women are not allowed to associate with men in public. Though now-a-days, in big villages, education has changed the social position of women because the male society of Dir became educated and they are providing opportunities to their women to play her due role in the society within the fold of Islam. A number of schools and colleges have been opened for females whereby to get education, many of them are now entered into the universities and other different institutions for their higher education competing with the dominant male society in every walk of life in every city and province of Pakistan as well abroad. Keeping in view the worst situation stated earlier, the people of Dir Lower realized that until and unless a two pronged developmental approach, it would be impossible to attain the long cherished goal of social justice. Therefore educated and talented people started working with social welfare departments and started running of Non-Governmental Organizations. The formation process of NGOs started in 1970s in Dir Lower and within 34 years 64 NGOs have been registered. Some of these NGOs are fairly diligent while others are not functioning with their maximum potentiality. In these NGOs a number of projects are running for the empowerment of women in Dir Lower by different means i.e. by education, by political means, by vocational skills, by campaign for women rights, by social and economic services, by women welfare, etc. But due to militancy and talibanization in Malakand Division, the developmental activities become stand still and showing no actual progress. At large number their w orkers were targeted and threatened as well as, they are criticized by the local people because they are unaware about their actual role. Besides this the NGOs of Dir Lower are also facing a number of problems to play their due role in the empowerment of women, i.e. lack of experts, lack of guidance, lack of funds, lack of co-ordination and uncooperative behavior of the community etc. The women development department Khyber Pukhtoonkhwa was established as a separate department during 1995-96, attached with the social welfare department and was confined to provincial secretariat, having no field staff to look after the women related issues at the grass root level, although it is supposed to keep a close relation with various NGOs National and International agencies working in the province for women development. The women development department is also responsible for implementation of the national plan of action for women and Convention on the Elimination of all forms of Discrimination against Women (CEADAW). National policy for development and empowerment of women was formulated by the government in order to empower Pakistani women, irrespective of caste, creed, religion or other consideration for realization of their full potential in all spheres of life, especially, economically, socially and politically and in keeping without Islamic way of life. Research methodology The proposed work would be descriptive type and will be based on the extensive use of primary and secondary data. Interview schedule and questionnaire will be the research instruments for the collection of primary data and secondary data will be collected from books, news-papers, thesis and other published and unpublished materials. Healthcare Management Essay

When creating a strategic business plan, one of the most important analysis tools that can help management identify areas that need improvement and the areas that are strong and already beneficial to the company is a SWOT analysis. Using this tool management can determine the parts of a business that may need more of their time and resources in order to outcome obstacles that may prevent growth. In this paper, we will create a SWOT analysis for our fictitious company Vandalay Healthcare Inc. Strategic Healthcare Plan A SWOT analysis is a tool that can be used by management to measure or audit the organization as a whole. SWOT is an acronym for the Strengths, Weaknesses, Opportunities and Threats by internal and external that can effect and hinder a company in various ways. Using the SWOT analysis a company can learn to identify the parts of a business that are helping the business grow and the same analysis can identify areas where the business can make improvements (Marketing Teacher, 2012). The greatest distinguished features that management should include when creating a SWOT analysis is, where the business is today and where it hopes to be in the future, and the analysis should be subjective and specific, the most effective analysis are short and direct. The SWOT that was created for the fictitious company, Vandalay Healthcare Inc., is as follows: SWOT Analysis Vandalay Healthcare Inc. The goals for Vandalay Healthcare Inc., as defined in the company’s mission and vision statements is to become one of the most successful company’s in the field of Certified Life Care Planning, and also to build the company to maintain a certain level of integrity. The external and internal environments that would directly affect this company can possibly cause the company to become in financial trouble at some point, since the knowledge of the field is expanding and the threats of medical advancements could hinder the need for this type of business, the company can be tempted to cut corners. However, by instilling the vision and mission statement the company was founded and expanded on, the possibilities to allow this type of behavior can decrease by over 75%. A continuous improvement plan is defined as a process that continues to bring gradual change to a business (O’Hara, 2012). In the development of the continuous improvement plan the company must first decide where they plan on going in the future. For Vandalay Healthcare Inc., the company has already established the desire to be one of the best CLCP types of companies in existence. The best way to achieve this is by evaluating the outcome measures for the company. The outcomes are specifically the results achieved by the interaction of the patient/client and the business (Mireles, n.d.). To measure the outcomes Vandalay Healthcare Inc., will provide survey cards to be completed by clients, which will be done on an anonymous basis. By allowing the clients/patients to complete the surveys on an anonymous basis, the company can indicate the areas in the service sector that may have issues as well as eliminate any gaps that can occur in the performance areas of a business. The vision and mission statements for Vandalay Healthcare Inc. are as follows: In the next few years, Vandalay Healthcare Inc. will have succeeded in establishing a name for itself within the field of Certified Life Care Planner by being an honest organization that focuses 100% on patient care. And the mission statement for Vandalay Healthcare Inc., is: âž ¢Patient Care Mission – to provide the best care to every patient regardless of the ethnic, cultural, or demographic background âž ¢Community Mission – provide support within the community by providing honest medical care âž ¢Economic Mission – operate and grow the organization at a profitable rate through sound economic decisions The SWOT analysis and the continuous improvement plan are both focusing on the constant improvement of patient care. Our company’s mission and vision statements are both also directly focused on the patient care. The company’s service strategy is related to the environment of the facility itself. The environment includes the employees, having the proper training and the company being adequately staffed to accommodate clients in a timely and professional manner. And the setting and following guidelines set forth by government agencies to ensure the moral and ethical standards of the company are higher then the others, as to set Vandalay Healthcare Inc. on a different level then similar companies within the same industry. By adhering to each of these goals, such as the mission statement, the vision statement and the intended service strategy, Vandalay Healthcare Inc. can set new standards within the healthcare industry, and this can be beneficial to the healthcare organization as a whole be causing other agencies to also raise the quality of care their patients may currently receive.
